CONSTITUITION
Hereby resolved this 25th day of October, 2007
PREAMBLE
We the people of the West Stokes Teenage Republicans organization, in order to form a more perfect cause, hereby resolve this Constitution signed on this day. The West Stokes Teenage Republicans shall always be committed to sharing the conservative message to the members of our school, church, and community, to help elect Republican candidates to all different positions, to serve our community through volunteerism and philanthropy, and above all, to serve the Republican Party, our school, our state, and our beloved nation.
ARTICLE I
The name of this organization shall be the West Stokes Teenage Republicans, herein and after to be referred to as TARS.
The organization shall reside at
The organization shall be an organization based on equal opportunity, allowing anyone to join on the basis of the conservative message.
ARTICLE II
The purposes of this organization shall be:
To bring young people into the Republican Party and to provide an opportunity for them to find political expression and recognition.
To foster and encourage the activities of the Republican Party and to promote its ideals.
To collect, analyze, discuss, and disseminate information concerning political affairs and political philosophy.
To advise, coordinate, and promote the activities of Teenage Republicans.
To be involved in our community through philanthropic and volunteering opportunities.
ARTICLE III
Membership in this organization shall be limited to those teenagers between the ages of 13 and 19 who are willing to support the goals of the West Stokes Teenage Republicans. All members must be students of
Active members shall be those who have paid current annual club dues, as decided by a majority vote. Fees shall be changed in accordance to a majority vote of the Executive Board.
Only active members shall have leadership roles on the Executive Board and voting privileges at any organizational meeting.
This organization shall not be abused by any member who has joined on the premise of college application or any other related topic.
ARTICLE IV
This organization shall have the following elected officers: Chairman, Vice-Chairman, Secretary, Treasurer, and Publicist. No person shall hold the same office for more than two consecutive terms.
The officers of the organization shall be elected for a term of one year and shall serve until their successors are duly elected.
The powers and duties of the elected officers shall be:
The Chairman shall be the chief officer of the organization and shall conduct all meetings of the general organization and the Executive Board. He shall make all committee appointments with the approval of the Executive Board, and shall be a member ex-officio of all committees. He shall have general supervision over all the organization’s programs. In case of a undetermined vote, the Chairman shall break the tie.
The Vice-Chairman shall in the case of the resignation, disqualification, or absence of the Chairman shall perform the duties of the Chairman. He shall be the Chairman’s chief assistant, and shall be responsible for such additional duties as may be prescribed for him by the Executive Board.
The Secretary shall keep records and proceedings of the organization. He shall be responsible for the minutes of all meetings of the club and the Executive Board. He shall keep record of all projects and official actions taken by the club.
The Treasurer shall be responsible for the funds of the club and shall keep a record of its receipts and expenditures. He shall submit reports on the financial condition of the club to each Executive Board meeting, and shall submit an annual report in writing to the annual meeting each year.
The Publicist shall act as a press secretary for the organization. He shall be responsible for a monthly club newsletter, sending out notices by e-mail or by hardcopy, and shall promote the club through any form of advertisement. The Publicist shall also be the committee chairman of the Committee on Publicity.
The Executive Board consists of the following members: The Chairman, The Vice-Chairman, The Secretary, The Treasurer, and The Publicist.
ARTICLE V
Election of officers shall take place in the fall of each year at the organizational meeting.
Vacancies in any office shall be filled by election of the Executive Board.
In case of any mistreatment, suspension, or unwillingness to participate in the organization, impeachment proceedings can begin with a two-thirds majority vote and the approval of the Executive Board. The organization, with a presense of at least two-thirds of its members, shall vote on impeachment with a two-thirds majority vote.
ARTICLE VI
The Standing Committees of this organization shall be:
- Committee on Fundraising
- Committee on Publicity/Advertising (Publicist will be Chair)
- Committee on Membership
- Committee on Community Service Outreach
- Committee on Events and Planning
- Committee on Political Awareness
- Committee on Refreshments
- Committee on Finance
The duties and responsibilities of the committee shall be decided by the Executive Board.
ARTICLE VII
The Executive Board shall conduct the affairs of the club between regular meetings. The members of the Executive Board are listed in Article IV.
Meetings of the Executive Board may be called by the Chairman or by a majority of the members of the Board.
A majority of the Executive Board shall constitute a quorum necessary to conduct business.
ARTICLE VIII
This club shall have the right to endorse any candidate for Public office during the November General Election. The club shall not endorse any one candidate during the Republican Party Primary season or nominating convention.
ARTICLE IX
Robert’s Rules of Order, Revised, shall govern all proceedings of the club, except when inconsistent with the constitution and by-laws.
ARTICLE X
The organization shall have the right to perform their given duties but shall respect the by-laws of the club constitution and the West Stokes Student Handbook.
The school and club shall be consistent with respecting the laws of the city of
Any member who does not perform the by-laws in the constitution shall be expelled from any of the organizations activities and meetings.
ARTICLE XI
This constitution may be amended by a two-thirds majority vote of the delegates at any meeting or by a two-thirds vote of the members present at a special meeting called for the purpose of amending this constitution provided that all members of the club receive at least ten days notice from the Secretary of the club stating the intention to amend the constitution.
No amendments shall take effect until the adjournment of the convention adopting them.
